MemberThe Vision
The Network of Centres of Excellence (CoE) Policy, 2023, issued by the Government of Maharashtra’s Medical Education and Drugs Department (MEDD), aligns with MUHS’s commitment to drive healthcare standards to unparalleled heights across Maharashtra. The policy emphasizes the establishment of a coordinated Hub-and-Spoke Network to promote excellence in medical education, advanced research, and patient care. This initiative aims to position Maharashtra and its affiliated institutions on a global platform, fostering the highest standards of quality, accessibility, and comprehensive care while addressing the state’s unique healthcare challenges

Empower Maharashtra to become the premier state for medical education in India
- Augment capacity and care by creating high-quality medical personnels
- Strengthen 10+ GMCs1 to feature among India’s Top 50 Medical Institutions; Establish Maharashtra as the preferred destination for aspiring medical students nationwide
- Continuous skilling of all medical personnel, to ensure up-to-date practices

Improve health outcomes by guiding high quality service delivery
- Transformations in health system design (e.g., care delivery/financing) and service delivery models (e.g., population management)
- High-quality secondary and tertiary care in Maharashtra GMCs

Establish Maharashtra as a hub for clinical research in India and globally
- Help address the state’s biggest public health challenges e.g., Tuberculosis,Dengue, NCDs2
- Develop the CoE3 Network as the preferred choice for industry-led medical research, including Pharma and MedTech collaborations
- Drive significant growth in state-led publications, focusing on priority areas like vaccines, therapeutics, and MedTech advancements
The MUHS COE Model
The MUHS CoE model operates as a Hub-and-Spoke model, with MUHS as the Hub/Apex Centre of Excellence (ACOE). The Spokes/COEs include designated Government Medical Colleges (GMCs) and research labs under MUHS, which will spearhead research and healthcare interventions tailored to regional needs. Each Spoke will focus on topics specific to the demography, terrain, climate, and living conditions of the dependent patient clientele. This network aims to create an interlinked ecosystem where education, research, and clinical care are seamlessly integrated, ensuring equitable healthcare advancements across the state.
